Anyone can do moneyclaim online. You won't need a lawyer, just read all you can online about making a claim through civil court.

If they contest the claim, you might need to consider one and even then you probably won't need one as they are highly unlikely to face you in front of a judge for this.

Even if you have to take them to court, it's fairly straightforward and can be done online via moneyclaim.com but you have to follow a set procedure before filing a claim. The GC stance is further confirmation that they simply will not intervene in individual cases and complaints against their licensees. Their bog standard response now is ultimately that you should take it up with the civil courts.
